Strategy a) Is there a strategy? There is a strategy regarding activation of the new
archeological museum of the environment, the creation of employment and the
tourist development. The main difficulty to organize a strategy is the great
bureaucracy and the non- exisistence of a decentralized administration of the
Municipalities. b) Key objectives and Targets The key objectives of the Messolonghi Strategy

funds Constitution of a Developmental Office for discovering necessary
resources from the EC. This Office will have the task to draw up studies and
submit proposals Ø
Search of sponsorship (e.g. industries,
beneficial institutions etc) Ø
Collaboration with centres which welcome
investors and cooperation with European centres of growth Ø
Import and use of new technologies in all
sectors. c) Partnership and decision-making Pyrgos as all the Greek towns is acting
independently from other towns. There is no partnership such as ATP between
Greek towns. Decisions are taken by the Municipal Council. All decisions
which the Municipal Council takes demand the approval of the prefecture or
the Region of Western Greece. d) Funding The funding of Pyrgos comes from the State Budget,
the Region of Western Greece (including European funding) and the Municipal
fees. Taking under account the bureaucracy the funding coming from the state
usually delays. e) Local Structure The
local Structure is strictly determined by the laws regarding the Organizations
of Local Administrations. This Structure is common for all the towns and
there is no flexibility. The last level is the local communities’ councils,
then the Municipal Councils, the Prefecture and the Region of the Western
Greece is the last level. |
