Leba Land Development
Over the past five years, there were no
additional dwellings built in Leba. The number of
units shown above are the apartments
that belong to the town and they are communal flats. These units are rented by residents however most of the
housing units in Leba are private cottage houses in which owners rent rooms
during the summer season. In the town there is no detailed housing schedules
of how many houses there are in Leba because some of them are also registered
as places of economic performance of the residents. Source: Various Industrial Land We cannot talk about an undeveloped
industrial land in Leba because most of it is already serviced. Most of the
land in Leba is zoned for business activity not for industrial purposes. All
this land is marketable are serviced by private owners or leaseholders.
Labour Market
There is also a lot
of people employed at hotels and pensions. During summer most of employment
comes from the tourism section and room rentals. What is more, a great number
of residents have their own economic performance while they rent rooms during
the summer season and that is the main employment source. Definition based

does not have the information on the number of residents travelling to work,
what we do have is the knowledge that most of residents of Leba work in the
town and the majority of employees during the summer season comes from Lebork
and the surrounding villages. Audit of Town Development Strategy (a) Is
there a strategy? Leba
has developed two town
strategies, one concerns the tourism aspects of the town and the second one is devoted to sustainable development
(economic, ecological and civic issues). It presents not only environmental, social and community issues
facing the town but also economical. The Strategy is a kind of Agenda 21, eco-development document and it was done in 1999. Last
year on the other hand there was a Tourism Development Strategy produced
which is entirely devoted to the tourism, the town’s identity marketing and
promotion. (b) Key Objectives and
Targets The key objectives of the Leba
Strategy are currently: 1.
Develop employment and durable material means to higher
the living standard of residents. 2.
Enhancing town's appeal and keeping the natural
character of the town’s architecture. 3.
Elongating the summer season and enriching the
recreational offer. 4.
Activation of other sectors of economy, including
fishing, craft and services connected to life of residents and tourists. 5.
Protecting the cultural heritage of the town. 6.
Engage the community in ecological issues of the town. Key targets are: ·
Improving access to the town by building a roundabout in
Leba which will take away traffic
from the centre of the town. ·
Project of a
swimming pool next to the elementary school
to promote sports among youngsters. ·
Helping local businessmen to sustain their businesses as
all-year-round not just as summer time.

Local companies taking the opportunity to expand onto
the new business site especially connected to local craft. ·
Enhancing the management of the local public services. (c) Partnership and decision-making In Leba there is a Town Council and the
Mayor as the decision-making units. The council is the deciding and
controlling unit, and the Mayor has
the executive powers. The Mayor executes her job by the work of the Town Hall
and it’s employees. There are also
organisational units in Leba which co-operate with the municipality, like:
Elementary School, Grammar School, House of Culture, Public Library, Bureau
of Promotion, Centre of Social Welfare and Yacht Port. These units are also
considered as the partners of Leba. (d) Funding For 2005 the income of Leba is predicted to
be about 14 mln zl. About 3 mln is funded by the Government including 2 mln
for schooling and education. Almost 5 mln zl. comes from the taxes. There is
also 900 000 zl donation from the government for specific investments. Rest
of the funding comes from the income generated by municipality. (e)
